Hosted Agency Training
Menger Public Safety Training brings high-quality public safety training directly to your agency. Onsite courses allow agencies to train multiple employees at their own facility while reducing travel expenses, scheduling conflicts, and time away from duty.
We work with each host agency to select courses that address its operational needs, personnel assignments, and professional-development goals. Training can be delivered using an established course curriculum or customized to address agency-specific policies, procedures, equipment, and local conditions.
Onsite training services may include:
- TCOLE-certified and specialized law enforcement courses
- Customized agency-specific instruction
- Basic and advanced instructor development
- Professional standards and investigative training
- Water survival and water-response courses
- Practical exercises, scenarios, and skills assessments
- Course documentation and TCOLE reporting services
Host agencies may provide the classroom or training location, assist with local logistics, and enroll their personnel. Depending on the course and enrollment agreement, agencies may also receive complimentary or reduced-cost seats in exchange for hosting.

Online Training
Menger Public Safety Training provides convenient online training to help public safety professionals expand their knowledge and meet professional development goals from nearly any location.
Our online courses offer agencies and individual students greater flexibility while reducing travel expenses, scheduling conflicts, and time away from duty. Training may be completed through live instructor-led sessions or self-paced courses, depending on the subject and course requirements.
Each course is developed to provide relevant, practical instruction in an accessible online format. Course activities, assessments, and participation requirements are designed to ensure that students remain engaged and can apply what they learn in their professional responsibilities.



Contract Instructor
Menger Public Safety Training partners with experienced public safety professionals who are passionate about sharing their knowledge and helping others develop the skills needed to serve their communities safely and effectively.
Contract instructors may teach established Menger courses or submit original courses for review and approval. Menger provides administrative support, course scheduling, student registration, training records, certificates, and TCOLE reporting when applicable—allowing instructors to focus on delivering high-quality instruction.
Contract instructor opportunities may include:
- Classroom, practical-skills, and scenario-based instruction
- Online and instructor-led virtual courses
- Delivery of established Menger course curricula
- Development and presentation of original courses
- Specialized law enforcement and public safety training
- Travel to host agencies and training locations throughout Texas
Applicants should be dynamic instructors and possess substantial knowledge and experience in the subjects they intend to teach. TCOLE instructor certification, relevant professional credentials, prior teaching experience, and strong communication skills are required.
All applicants, credentials, course materials, and proposed subjects are reviewed before an instructor is approved. Contract instructors serve as independent contractors, and teaching assignments are based on course demand, qualifications, location, and availability.

Reporting Services
Menger Public Safety Training provides TCOLE reporting services for law enforcement agencies that do not hold their own TCOLE training provider contract. This service allows qualifying training conducted by agency personnel to be properly supervised, documented, and reported to TCOLE through Menger Public Safety Training.
Menger works with the agency before the course to review the instructor’s qualifications, lesson plan, course materials, learning objectives, testing requirements, attendance procedures, and required documentation. Safeguards are established to ensure the training is properly supervised and conducted in accordance with applicable TCOLE requirements and Menger’s training policies.
Reporting services may include:
- Review and approval of proposed training
- Verification of instructor qualifications
- Review of lesson plans and course materials
- Oversight of attendance, testing, and course completion requirements
- Preparation and maintenance of required training documentation
- Issuance of certificates of completion
- Reporting completed training to TCOLE
- Retention of required course records
All courses must be reviewed and approved by Menger Public Safety Training before they are conducted.
